fish frames in the water

A bloke on the radio was saying his mate got a $350 fine for putting fish frames back into the water. i had a look on the interner and it said the currently it is not illegal to do it. If thats the case what the hell was fisheries giving him a fine for? of don't they know their own rules and regs. maybe not right chucking the back in but if its not illegal fisheries shouldn't have issued the fine but tried to educate the person on better ways of doing it.

Too close to shore ?
I can only think you would be fined if you were at a filleting station and threw them into the water there. Then it may be considered littering ?
If you are out on the water unless seen doing the deed how would you be fined ?

Shoreline area?
Only reason comes to mind would be if it was at a popular beach shoreline or in a reserve. Then it could be considered littering by a ranger. However, if it was in an area you were allowed to fish then not much different than throwing in bait or burley, within reason. Different if out at sea.

The mayor of Busselton wants to ban shark fishing along the whole of the WA coastline so may as well burley up and have a crack before all fishing is banned. Needs to pull his head in and worry about his own shitty little tourist attraction before worrying about the rest of the coast unless he is running for the greens in the next election.

I must admit that all my fish frames, mostly KG's and Tailor all go back into the water. Same with all the crab shells after cleaning and eating and prawn shell. From the water it came, to the water it is returned. Certainly brings in more crabs and fish.

Everything I catch goes back into the ocean, cray bsit snapper burley even probably half my bread crusts. Don't know if people think that this is good or bad

fish frames
I spoke with fisheries and as far as they are cocerned its not illegal. But the local councils can fine you if its in their by-laws. So its up to local councils whether you cop a fine or not. the other thing is where does council control go as far as the ocean go? is it at the high tide mark or the low tide mark? is there a specif distance?

Crabs
The crabs will have it all gone in no time, seems like someone has a uniform and a ticket book and wants to put the underlings in their place,, wether they have juristiction or not.
Anyone know what he got the ticket for and where, I recon a visit to the council might get this all sorted out, there has to be a law broken not some council policy he thinks is a law.
