from memory , for the A frame it would be minimum 5mm and for all other you could get away with 3mm, as far as roadworthiness goes, all lights must be working with all wiring tucked away and no rust on the major framework but better with no rust at all
I have sorted a few trailers for friends over time. Rust is the biggest problem. You should check the main angle frame underneath. For an $80 trailer you either got a real bargain or a binable item.
