Just checked the filler part on the helm unit of my hydraulic steering and i cant see any oil. How full do you fill it and do you need to re blead the system when you top it up?

The real Question
When did you last check the oil, and where did the oil go, you may have a seal thats leaking, or a leaking hose. have a good look at the system first, putting in more oil if you need to do a repair may be a waste of oil.
If all looks OK top up the oil, you maybe lucky and the system hasn't drawn in any air. If there is lost motion or the system is spongy then you will need to bleed the system.

if its working
Leave it alone! wait until you have a problem then just bleed entire system up unless its leaking you should never have to touch it
just dhu it

right oil
you have to ensure you purchae the right/ matching oil, the bottle generally comes ith a small nozzle which you use to fit into the filler hole and allow to fill slowly and then rotate the wheel to ensure the chamer fills fully and then check for any leaks as the others have indicated

Air
If there is any air in the chamber you will feel a flutter through the wheel when you turn it from side to side. In hot weather the fluid expands causing a small bit to overflow, this may be the cause of the level being down
